08/30/1967. In this memorandum addressed to FBI Director Hoover, the Special Agent in Charge (SAC) in Philadelphia chronicles recent collusion with local police in so-called “surveillance.” After months of harassment, arrests, and re-arrests, the SAC declares that the mental and emotional breakdown of their target individual evidences “effective disruptive counterintelligence.” Similar techniques are suggested for use in other cities.
